摘要
本文认为,我国要加快以应急物资供给体系和应急物流基础性支撑体系、组织体系、运作体系、法律政策体系为核心的应急物流体系建设;完善网络化、立体化交通运输系统,重视应急物流信息系统建设,构建应急物流组织指挥机构,提升应急物流运作能力,加强应急物资储备体系建设,大力整合应急物流资源;应急物流体系建设要处理好时效性与经济性、先进性与适用性、专业性与社会性等关系。
In China, we should accelerate the construction of emergency logistics system which taking the material supply system, emergency logistic fundamental support system, emergency logistic organizational system, emergency logistic operational system and emergency material law and policy system as the core. We also should take such countermeasures as paying more attention on the construction of emergency material reserve system, improving the capacity for emergency logistic operation, integrating emergency logistic resources, and so on. While constructing the emergency logistics system, we will ensure that there is a proper balance between time effect, economic effect, specificity, suitability, and sociability.
