摘要
对农户关于耕地保护问题认知现状的调查表明:对于"耕地由谁保护",农户不认为自己具有保护耕地的责任,现阶段政策体系也未将农户纳入耕地保护主体范围。这种认识影响了农户对"耕地保护什么"和"如何保护耕地"的看法,导致其缺乏了解耕地保护客体的主动性,在耕地保护实践中只关注自身利益,而忽视对耕地质量和数量的保护。借鉴国外成功经验,未来制度体系应将农户纳入耕地保护主体范围。
The investigation into peasants＇ cognition of cultivated land protection shows that： to the problem of who protect cultivated land, farmers don＇t think they are responsible to protect cultivated land, and the present policy system doesn＇t take peasants into the scope of cultivated land protection subject. Their cognition seriously affects their thought about ＂protect what＂ and ＂how to protect＂, which causes farmer lack of the initiative to protect land, but concern their own interest and ignore the quality and quantity protection of cultivated land. The future poliey system should take peasants into the scope of cultivated land protection subject by drawing lessons from the foreign successful experience on cultivated land protection.
