摘要
景泰县地处黄土高原和腾格里沙漠过渡地带,干旱缺水。20世纪70~80年代,国家建成景电一、二期高扬程电力引黄提灌工程为本区解决了主要的水资源,农业生产得到了飞跃发展,但相继而来引起低洼地带的红跃村土地盐渍化等环境退化问题。在GEF/OP12甘肃项目示范点景泰县红跃村前期研究基础上,用农户基线调查方法进行资料的进一步收集整理,分析项目区存在的主要问题是已有耕地盐渍化,民生问题严重;作物种植结构和农村产业结构不合理;不良灌溉方式导致水位抬高、水质变差;周边植被减少、土地沙化。提出项目后自我发展建议:转变观念,推广节水技术,调整作物结构,树立IEM理念、弘杨生态文化,确立持续发展目标。
Jingtai County located in the Loess Plateau and the Tengger Desert transition zone, and the 20th century in 1970s and 1980s, the country built a high-lift electricity-based Yellow River irrigation project resolved major ar- eas of water resources, but have come from low-lying areas of the Hong-yue village land salinity, and other environ- mental degradation. In GEF/OP12 Gansu project demonstration sites on the basis of preliminary studies at Hongyue village of Jingtai County, used farmers baseline survey methodology to collect further information collation, analysis of the project areas the main problems is: arable land has been salinization, the people's livelihood problems; crop plant- ing structure and rural industrial structure in the area are irrational; bad irrigation methods lead to raise the water level, water quality deterioration; the surrounding vegetation is reduced and desertification. After the self-development pro- jects put forward suggestions: to changing Ideas, to promote water-saving techniques; to adjust crop structure; to estab-lish the IEM concept and eco-cultural, and the establishment of sustainable development goals.
