摘要
研究运用需求和公共供求关系等基础理论,通过理论分析与实证分析、系统分析与对比分析、文献分析与数理统计等方法,对我国全民健身服务体系的基本理论进行了系统总结与现实考证。研究认为:1)全民健身服务体系是体育健身服务的供给主体满足接受服务之对象需求的互益"过程"中所采用的一切软技术和硬技术的集合体,存在公共服务模式和市场服务模式两种模式。2)体育健身服务公共服务产品供给的层次性决定了每个层次上的内容并不相同,中央政府提供的体育健身服务产品面向全国,地方政府面向本地区,非营利组织则重点提供具体的体育健身指导,活动组织以及对社会弱势群体的体育健身服务。3)处于工业化、市场化双重转轨和社会现代化转型期的中国社会,全民健身需求呈现多样化发展态势,阶层因素起着重要的影响作用,各阶层对全民健身服务体系的满意度不高,对健身环境、健身设施的需求较高。
With the combination of the methods of theoretical analysis and positivist analysis, systematic analysis and comparative analysis, documentary analysis and mathematical statistics, based on the theoretical knowledge of several disciplines, this paper conducted a systematic summary and empirical review on the foundational theories of the current national fitness service system in China. The results of this study can be concluded as the followings : 1. the service system of the national fitness can he seen as a kind of integration including all the software and hardware techniques that are adopted in order to ensure the main body of the service system can fulfill the needs of its customers, existing as the public service pattern and marketing service model. 2. due to the multi-level of fitness service supply, content in every of level is different, the central government provide for all nation, the local government provide for local people, non-profit organization provide with sports instruction, organized activity, and emphasis on disadvantage groups. 3. in the context of the Chinese transition society with a focus on the double transferring from industrialization to marketing, the fitness needs of the Chinese people show a multiple development trend. The factor of the social class plays a very important role in it. The satisfaction of the service system of the national fitness is relatively low. However, the demands for the fitness environment and fitness facilities of different social groups are very high.
