摘要
世界性饮用水源紧缺和污染所导致的饮用水源危机,严重威胁着人们的生命健康和正常生活,饮用水源的保护成为国际社会共同关注的焦点问题。在分析国内外现行饮用水源保护的法律规定的基础上,提出了在饮用水源保护法律调控中,应当以可持续发展和保护人的生命健康和生存权的理念作为其理论基础。
Source of drinking water deficiency and pollution give rise to crises, which hazards the right of existence and life. Hence, international community is focusing on the protection of drinking water sources. On the basis of analyzing the legislation on drinking water resource protection in domestic and foreign countries, this article expounds that we should consider the idea of sustainable development and the right to life and health and survive as a theoretical foundation of legislation on environmental protection.
