摘要
基于中国城市地下工程发展迅速、事故频发的现状,结合具体工程事故案例,分析了城市地下工程建设中事故发生的主要原因,并提出了相应的控制对策,主要包括:构建城市地下工程建设安全风险管理体系,实施安全风险管理;制定科学合理的地表及建(构)筑物的变形控制标准,使安全风险控制有据可依;采用信息化施工技术,并利用变位分配原理实施施工安全的分阶段控制。该控制措施在北京及其他城市地铁建设中得到了应用,并取得了理想的控制效果,对中国城市地下工程安全建设具有重要的参考价值。
Based on the situation that the urban underground projects were developing quickly and the safety accidents happen frequently at the same time, the main reasons for these accidents were analyzed and the relevant controlling measures were proposed according to the specific cases of the projects accidents. These measures mainly included: establishing the risk management system for the construction of urban underground projects and performing safety risk management; making scientific and reasonable standards for controlling deformations of the ground surface and structures so that the safety risk could be controlled clearly; adopting informational construction techniques and actualizing the stage control of the safety construction by using displacement distribution principle. The control measures mentioned above had been applied in Beijing subway projects and other urban underground projects, and ideal controlling effects had been achieved, which had very important reference value to the safety construction of urban underground projects in China.
