摘要
村级治理能力是内在于全体村民的一种内生机制,对乡镇职能而言,它具有较强的政治、经济功能的替代性。利用层次分析法,构建村级治理能力指标体系应遵循全面性、层次性,可操作性和相关性原则,对于乡镇管理体制变革和村民委员会自身能力建设具有较重要的参考价值。
Village-level government ability is a kind of endogenous mechanism which is intrinsic in all villagers＇ heart, as to town government function, it has strong replacement on political and economical functions . To set up village-level government ability indicator system must according to the integrity, the hierarchical, the feasibility and the relevant principle by using the analytic hierarchy process, which has the important reference value regarding the villages and towns management system transformation and the ability construction of the villagers committee.
