摘要
探讨了我国政府采购制度执行中存在的问题,主要是:认识不清,目的不明;采购工作人员的素质较低,专业人才缺乏;机构设置不够规范;政府采购预算编制滞后;招投标机制不健全;缺乏监督体系等。提出了完善我国政府采购制度的措施,即:加强宣传教育,切实提高各级领导对推行政府采购制度重要性的认识;加强政府采购知识培训;建立完善的招标制度;试编政府采购预算;加强法制建设;建立监督机制等。
There are some questions in our government＇s purchase system： no obvious consciousness and target, the quality of purchaser is low, lacking of professionals, the set of structure is not normal, the establishment of budget of purchase is later, the tender system is not normal, lack of monitor system;the suggestions to perfect the purchase system are proposed, enhancing the propaganda education, making the leaders pay attention to the importance of carrying out the purchase system;enhancing the cultivation of purchase knowledge;constructing perfect tender system; establishing the purchase budget; enhancing the construct of legal system; establishing monitor system, etc.
