摘要
科学合理的地质调查预算标准是国土资源大调查顺利实施的有力保证。地质调查预算标准评估应坚持科学性、公正性和指导性原则。预算标准评估应采取统计分析方法为宜,利用数理统计公式进行水平测算。并充分考虑政策因素、物价上涨、设备更新、规范改进、技术革新和宏观调控等六种因素对预算标准评估工作的影响。
Scientific and rational budget standard for geological survey is a sound guarantee for carrying out National Land and Resource Assessment Project. Evaluation of the budget standard should abide by the criterion of being scientific, fair and instructive, and adopt mathematics statistics formula, in which six factors as political influence, rise in prices, equipment replacement, criterion revision, technical innovation and macro-control should be taken into full consideration.
