关于我院创新三期人力资源管理的若干思考 被引量:10

摘要 文章从管理内涵、管理方法、管理对象三维坐标的新视角,分析研究了发达国家主要科研团体人力资源管理的做法与趋势,回顾了我院人事管理改革的历程,总结了知识创新工程以来我院队伍建设和人事制度改革的成功经验,分析了存在的问题,提出创新三期建立以现代人力资源管理体系为核心的人事管理改革思路,提出建立以竞争择优聘任机制为重点的现代科研团体科技人员职位体系,系统设计了适合不同类型人员特点的薪酬体系,基于科技人才成长"三波段理论",系统设计了科技人才政策,重点就加强35岁以下青年科技人才培养、发挥科技骨干作用、发挥好资深科技专家作用等提出了政策建议。 With a new perspective of the three dimension modes of management intension, management methods and management objects, this paper has studied and summed up the useful experience and trends of human resource management in some major international scientific organization such as NIH, DoE, CNRS, and RIKEN. The history of reform on staffing in CAS is reviewed and successful experience of team building and staffing regulation reform since the Knowledge Innovation Program is summarized. After analyzing the existing problem, this paper proposes the thoughts of staffing reform in the third period of innovation centered on the construction of modem human resource management, proposes that the job post system for the S&T staff in the modem scientific research groups should be built which is focused on the competition and recruitment. Wage system is systematically designed on different types of staff Based on the "Tri-Wave Theory" of the growing-up of talents, the S&T talents policy is also systematically designed, and suggestions on policy are proposed for reinforcing the cultivating of the youth under 35 years old, relying on the S&T backbone people to give full play and taking the advice of those senior S&T specialists .
