摘要
在我国,伴随着第三部门的兴起,通过社区基金会等非营利组织提供福利和保障的社会功能,实现社会财富的第三次分配,成为社会保障制度从国家中心主义模式向福利多元主义模式转换的有效方式。中国类社区基金会作为实现中国社会保障社区化的重要载体和社会保障服务的供给者,在弥补政府供给缺口,规避家庭邻里和市场组织的不足,提供优质高效的保障服务等方面,有着独特的优势。正是基于类社区基金会在中国社会保障中的重要地位与作用,我们迫切需要进一步重视和加强类社区基金会的合法性建设,完善类社区基金会的组织结构与功能,健全类社区基金会发展的动力机制,实现类社区基金会社会服务与社会保障功能的发挥。
In China, with the prosperity of the Tertiary Sector, to realize the third distribution of social wealth via some non-profit organizations, becomes an effective way of transforming the social security system from the nation-center mode to the plural-welfare mode. The community funds is an important carrier of the ＂communization＇of China＇s social security system and a supplier of the social security service, which has special abvantage in making up for the indentation of the government supply, in eluding the deficiency of the family, neighborhood and market organizations, and in providing security service with high quality and efficiency.
