摘要
领事保护是国际法的一个特殊制度,也是国家间关系的一项重要内容。随着全球化进程的不断深化和国际安全形势的发展,国际领事保护制度也不可避免地出现了一些新的发展趋势,主要表现在国家责任的加强、领事保护形式的多样化、保护内容的完善以及保护行为的规范化四个方面。加强对国际领事保护制度的了解和研究,对于提高中国的外交理论和实务水平具有十分重要的意义。
Consular protection is not only a special system in international law,but also an important component of relations among states.With the further development of globalization and the international security situation,there have also been some new trends in the consular protection system,such as the responsibility of sovereignty,the diversity of the forms of protection,and the regulation of protective behavior.This research helps promote our theoretical and practical understandings of consular protection.
