摘要
随着信息时代的到来,电子出版物大量涌现。世界上很多国家已经采取修订或颁布新的呈缴法规或同出版者协商的方式来解决电子出版物的呈缴问题。我国现有呈缴法规对于电子出版物的呈缴问题只有原则性规定,在很多方面都存在着缺陷与不足。为此,有必要从以下几个方面对我国呈缴制度进行改进和完善:尽快制定专门的呈缴法规;确定电子出版物呈缴的类型和范围;针对不同类型电子出版物采取不同的呈缴方式;确定电子出版物呈缴本的格式;解决电子出版物呈缴本的使用和经济补偿问题。
With the coming of the Information Age, a great lot of electronic publications have been created. In order to solve the problem of electronic publications＇ legal deposit, many countries in the world have revised or constitute their legal deposit legislation. China＇s present legislation is too brief, so we don＇t know how to solve the problem of electronic publications＇ legal deposit in China. Therefore, we need make some improvements in China＇s legal deposit system. They include： constituting new legal deposit legislation, identifying the types and fields of electronic publications＇ legal deposit, choocing the different ways of electronic publications＇ legal deposit; identifying the format of legal deposit＇s electronic publications, and solving the problem of the use and compensation of legal deposit＇s electronic publications.
