摘要
指出自然科学研究具有选题自由的本质要求,但我国科研选题的行政色彩过于浓厚,表现在课题的实用性、计划性强。同时科研管理又有过多的行政干预。
Selecting problem in natural science research require freedom in essence, but the political color is too duck in our country, for the problem＇ s feature include practical, planned. In the same time, there is too much political interfere in the management about science research.
