摘要
针对我国即将全面开展并实施的区域生态补偿制度,本文在总结国内外生态服务功能分类的基础上,以促进区域自然环境、社会和经济整体协调、健康地可持续发展的目标为前提,探索整合区域自然生态环境与社会经济发展,实用性和可操作性较强的NSE生态系统服务功能分类体系,并从理论依据和分类原则等方面验证了该分类的科学性,进一步结合生态补偿费的征收实际应用,建立了以NSE生态系统服务功能为基础的生态补偿费核算的数学模型。
Aiming at the system of ecological compensation being developed in China, and based on summarizing many documents from home and abroad, the article builds a new classification system of ecosystem service named NES that is can be applied and operated easily in real life. Under the premise of ensuring the system of NES scientifically and exactly by applying many scientific theories and principles, and combining the practices of ecosystem compensation in Chinese society, the authors establish some mathematics modes and processes to calculate the sum of ecological compensation.
