摘要
规模扩张、层次提升以及法规政策调整是中国民办高等教育步入转型期的主要动力因素,民办高等教育在此期间必须协调好转型过程中的质与量、学校与政府以及公办与民办之间的矛盾关系,以提升质量为核心,以治理范式为目标,加强市场调节机制,不断进行制度创新,通过转型来实现民办高等教育的良性运行。
Expansion in scale, upgrading and adjustment of legal policies are the main dynamic factors in the transitional period of Chinese non-governmental regular colleges and universities. During this period, non-governmental higher education must coordinate the contradictory relations between quality and quantity, school and government and public-run and civilian-run. It is imperative to take the upgrading of quality as the core, strengthen the market adjustment mechanism and make continuous innovation in systems so as to realize the sound operation of non-governmental higher education.
