摘要
廉租住房政策是中国社会保障体系的重要组成部分。由于社会经济原因,我国廉租房制度建设正面临资金瓶颈,廉租房供应远远不能满足城镇住房弱势群体的需要。借鉴世界基础设施建设普遍采用的PPP模式(Pub lic-Private Partnersh ip)将有助于解决融资难问题。本文针对我国廉租房制度建设现存问题,探析了廉租房建设中引入PPP模式的必要性和可行性,对廉租房项目PPP模式的运行目标、运行结构、运行程序和运行保障措施进行全程设计,以推进廉租房项目市场化运作。
The system of cheap renting house has the characteristics of social security and public welfare. During recent years, the development of the system is puzzled by the problems of house resources and its security. Around the world, a new business model is emerging: public-private partnership, i. e. , PPP model. This model is expected to solve the cheap renting house financing by the public-private partnerships financing pattern. This paper analyzes the predominance of PPP and its necessary condition which runs successfully, and provides analysis in detail about the aim, constructure, procedure and guarantee measure of PPP model to advance the PPP practice of cheap renting house.
