蓄水、调水、发电,扼制生态环境恶化 被引量:2

AN IMPORTANT STRATEGIC PROPOSAL TO SOLVE NATIONAL WATER AND ELECTRICITY SHORTAGE AND DETERIORATION OF ECOLOGLCAL ENVIRONMENT TO STORE MORE WATER AND REDISTRIBUTE IT AND SET UP MORE HYDRAULIC POWER STATIONS IN CHINA

摘要 蓄水是根本,调水是手段,发电是关键。植树造林和拦河筑坝建设水库电站以及沟渠塘蓄水,可以防止水土流失和水能浪费;调水可以解决横向和纵向水资源分布不平衡带来的问题;发电可以解决调水所需动力和全国缺电的问题。其经济效益约合2000亿元,而且还能扼制生态环境的恶化,减少每年46.6×104hm2土地的损失,缓解荆江大堤和黄河下游大堤越筑越高之危。 Water and electricity shortage and the deterioration of ecological environment are big problems in China. To solve these problems the authors offer an important strategic proposal in the paper, i.e., to store more water, which is the fundamental thing; to redistribute it, which is the way of using it and to set up more hydraulic power stations ,which is the key step of solving the problems. This is a comprehensive measure of harnessing, construction and development. Afforestation and resevior building can stop water wasting, soil erosion and electricity shortage. Water rechanneling can solve the problem of uneven distribution of water resources throughout the country and throughout the year. Hydraulic power station building may tackle the problem of electricity shortage in the country and provide power for water redistribution. The economic benefit would be no less than 200 billion yuan if the proposal is adopted. And what is more, since water and soil loss will be stopped, deterioration of ecological environment will be effectively controlled, saving 46.6×10 4 hm 2 cultivated land from soil loss and saving the expenditure of dam building along the Yangtze River and the lower part of Yellow River where dams are being built higher and higher. The authors believe that both the economy and the society of the country will be greatly benefited from the proposal.
