摘要
本文以中国都市体育竞争力为研究对象,选取2002—2004年为时间跨度,运用德尔菲法、层次分析法等研究方法,从竞技体育、群众体育与体育产业3个维度对北京、上海和天津的体育竞争力问题进行了系统研究。设计了都市体育竞争力的评价指标体系,对三个都市的体育竞争力状况进行了实证分析,得出以下结论:体育竞争力基本呈上升态势,竞争格局基本稳定;都市与都市体育目标定位与竞争力之间呈现出作用与反作用关系;竞技体育与体育事业经费量相关性极强等。并提出了提升路径:发挥竞争优势,明确都市体育发展的战略重点;把握时代特点,提高都市政府的体育管理能力;优化发展环境,构筑都市体育的支撑体系等。
The paper studied metropolis sports competitiveness in China, Beijing, Shanghai and Tianjin were selected as the subjects during the span of time 2002 to 2004. By the methods of the Delphi method and analytic hierarchy process, the metropolis sports competitiveness in China is elaborated from three di- mensions, which are athletics, mass sports and sports industry. An Index Evaluation System was designed for the metropolis sports competitiveness. The con- clnsions were the sport competitiveness is increasing, and the status is fairly stable; the target of the metropolis sport and its competitiveness is compliance with the relations of action and reaction; athletics development level and the investment in the sport industry have strong pertinence. Then the upgrade ap- proaches were submitted. Clarify metropolis sports development strategy, improve the sports management capability of municipal level, optimize the develop- ment environment, and construct metropolis sports supporting structure were provided as the main approaches.
