摘要
长期以来,区域发展更加关注经济发展效率和生活质量的提高。随着影响区域发展的传统要素作用的下降,以区域生态环境问题为代表的新的影响要素正在扩大影响。区域生态环境问题的区域特征主要表现为特征的区域差异性、要素的区域流动性和区域的空间类型。因此,针对不同的区域应实行不同的区域政策,建立区际之间的生态环境治理与保护合作机制,避免污染要素和污染产业的区际转移。
Over a long period of time, high efficiency of economy and high standards of living have been concerned much more than ever before. With the influence of traditional factors on the decline of regional development, the influence of new factors such as eco-environment problems has become more obvious. The main features of the regional coo-environment problems are regional diversity, factor fluidness, and regional spatial types. So, different policies should be executed in different regions, and cooperation system for eco-environment rehabilitation and conservation between different regions should be established so as to avoid the transfer of polluting factors or industries from one region to another.
