摘要
国际货币基金组织(I MF)的内部决策机制由份额和投票权所构成。这种内部决策机制使得发达国家控制着I MF的大部分投票权,发展中国家处于十分不利的地位。I MF运作60年来,世界经济发生了巨大变化,但是I MF的内部决策机制却并未发生实质性的改变。因此,对I MF的内部决策机制进行改革就成为国际货币基金组织改革的重要内容。本文深入研究了I MF内部决策机制中的份额决定机制和投票表决机制,分析了其中存在的问题,并提出了相应的改革建议。
The decision-making mechanism of the IMF is composed of quota and voting right. This mechanism makes the developed countries control most of the voting rights of the IMF. After 60 years' running, the world economy has changed a lot, but the IMF decision-making mechanism has not changed much. So the reform of the decision-making mechanisim has become one of the most important part in IMF reform. This paper studies the quota system and the voting mechanism in the IMF, analyses the existing problems and finally gives some corresponding suggestions for the reform.
