摘要
绩效评估是公务员管理中的重要环节。在我国现行公务员绩效评估体系中,存在着绩效管理功能严重缺失等问题。要解决之,必须从制度、体制和政府组织自身等多个方面剖析其原因,进而提出构建必要的立法保障和制度环境、建立公开民主的多重评估体制、强化公务员绩效管理功能等政策性对策。
Performance appraisal is important to civil servants management, but in the performance appraisal system of China's civil servants there are numerous problems such as the function deficiency of performance management. So a thorough analysis must be made of from the aspects of system,idea and government itself. The suggestion is raised concerning the improvement of the performance appraisal system of civil servants as follows: constructing the necessary legislation and system security ;Establishing multiplex appraisal system; enhancing the function of performance management and so on.
