摘要
通过对国内外基本电价执行情况的分析,总结出我国现行基本电价存在的三个主要问题,针对这些问题提出了用长期边际成本制定基本电价的理论方法与计算模型。在模型的基础上,用某市电力局提供的有关规划数据计算出该市各电压等级的边际容量成本,同时就容量成本转化为基本电费和电度电费的比例关系,设计了三个备选方案。根据这三个方案,将边际容量成本以不同的比例构造成分电压等级、分负荷率的基本电价,将拟定基本电价与该市正在实施的基本电价进行比较,通过可行性分析选取最合理的方案并由此得到一些结论。
According to the analysis of implementation of basic price in both the domestic and international countries ,sum up three primary problems of capacity fee existing in our country. To solve these problems ,we put forward some theory methods and calculation models of instituting the capacity fee with long-term marginal cost. On the basis of these models,we calculate the marginal capacity cost of each voltage rank using the plan data provided by an electric power corporation in some city. Meanwhile, to the question of the proporation of capacity cost turning into capacity fee and energy fee,we design three schemes. According to this three schemes ,we construct capacity fee of different voltage ranks and load rates using different proporation. Then compare the three alternate capacity fee with the on-going capacity fee in our country,Through the feasibility analysis,choose the most rational scheme and get some conclusions from this.
