摘要
通过对“非典”疫情的回顾与分析,从立法、执法两个方面剖析了面对突发事件时法律所起的功能与作用,力图从中寻求对法律制度与社会生活彼此互动的深层次的认识。
By recalling and analyzing the SARS in the year of 2003, the purpose is to try to find the profound knowledge about the mutual-influence between our legal system and social life,to analyze deeply the function of law through legislation and execution under the emergency.
