Currently, the Japanese are experiencing an age of having few children in families, which influences the development of higher education greatly. With the declining of enrollment, some universities and colleges have to close down, the quality of the tertiary education has deteriorated, and the structure of higher education and the teachers are also affected. Japanese government and universities (colleges) have taken some counter measures to reduce the disadvantages brought by few-children in families, which include the amalgamation and recombination of universities, development of graduate education, increasing the number of foreign students, and the introduction of an external evaluation for each institution.
