摘要
城市竞争是经济竞争的一种类型,政府竞争是嵌入在经济竞争中的政治晋升竞争和博弈;在竞争主体、内容、方式、目的和结果上,城市竞争和政府竞争存在差异。两者之间的联系在于:行政性分权和财税激励是两者形成的共同的逻辑起点;当前,政府是推动城市竞争的核心角色之一。
After expounding the conception and causes of city competition and government competition, the paper explores the difficulties and logical links between them. The authors argue that city competition is a type of economic competition while government competition is a politic promotion competition and game embedded in economic competition. They are different in terms of the subject, content, objective and result of competition, but their logical links are based on administrative decentralization and tax incentives. Government plays a key role in city competition.
