摘要
我国自2002年6月开展使用车用乙醇汽油的试点以来,在推广车用乙醇汽油的政策法规、组织管理、生产供应、市场销售以及技术服务等方面取得了宝贵的经验,形成了车用乙醇汽油生产、储运、销售及使用的成套技术措施和管理办法,为今后乙醇汽油的全面推广奠定了坚实的基础。从总体情况看,车用乙醇汽油使用试点工作实现了预期目标,但仍存在一些亟待解决的问题,其中包括乙醇成本居高不下,技术创新有待提高;国民认知程度不足,舆论宣传有待加强等。为加快乙醇汽油的推广,建议加强监管,营造良好的封闭环境;保持政策支持的力度和灵活度;提高技术含量,使质量达到国际标准要求;加强汽车工业研发力度;严格制度,完善手续,尝试“特事特办”服务。
In June 2002 China started its promotion of car-us ethanol gasoline. It has gained much experience in the policies, organization, production and supply, related to ethanol gasoline for use in vehicles. It has put in place a set of technological guidelines and administrative regulations on the production, storage, marketing and use of car-use ethanol gasoline. This gives China a solid basis for the overall promotion of its application in the future. Though hitting the set target, the car-use ethanol gasoline trial project still has a host of problems left unaddressed. Among them are the high cost of ethanol, and a lack of sufficient technical innovation, recognition by the public and market promotion. Efforts ought to be made to reinforce supervision and create a favorable closed environment; to increase policy support and flexibility, to raise the product quality to international standards; to boost the R&D efforts within the automotive sector; and to put in place strict and efficient mechanisms to speed up the ethanol gasoline promotion.
