摘要 由经济发展水平和社会进步状态构成的宏观环境,是现代远程教育发展的现实基础和发展模式选择的根本依据。知识经济的兴起、高等教育大众化的推进、素质教育的实施、信息技术的革命、学习型社会的构建,为我国现代远程教育的发展构筑了日益丰富的环境资源,同时也构成了一定的环境制约,我国现代远程教育的发展受到环境的双重影响。因此,创建中国特色现代远程教育现实发展模式,必须正确把握目标模式与现实模式、总体特征与阶段性特征、继承中超越与创新中兼容等基本关系。 The macro environment constituted by the general situation of the economic development and social progress are the realistic foundation of modern distance education development, and the fundamental bases for choosing its developing modes. The emergence of the knowledge economy, the promotion of popularizing the higher education, the implementing of quality education, the revolution of information technology, the construction of the learning society, all of the above has composed both increasingly abundant resources and certain environmental limitations for the development of our country's modern distance education development. So the environmental effect on the development of our country’s distance education is two-sided. Therefore, in order to create a developing mode of modern distance education with Chinese features, we must correctly deal with the relations between the future goal mode and the current real mode, the general features and the stage features, exceeding and succeeding, innovation and comprehension, etc.
