摘要
农村劳动力转移关系到社会经济综合发展,属于人力资源优化配置问题,是社会经济发展的必然过程,也是促进社会经济发展的动力。目前农村劳动力转移问题已经成为解决"三农"问题和全面建设小康社会的重中之重。文中阐述了长春市农村劳动力转移的现状,分析了长春市农村劳动力转移存在的问题及原因,提出了长春市农村劳动力转移的对策:加大对"三农"的财政支持力度、继续实施农村劳动力输出工程、实施本地化劳动力转移工程、实施有利于农村劳动力转移的社会环境优化工程等。
Labor force transfer concerns the comprehensive development of social economy. It is a matter of optimization and distribution of human resources. It is the motive force as well as the necessary progress of social economic development. At present, the issue of labor force transfer is of great significance to solving 'Three Agricultures' problems and comprehensively constructing a comfortably-off society. The present situations of rural labor transfer in Changchun city are explicated in this paper. Further analyzed are the existing problems in this aspect and their causes. On this basis, corresponding countermeasures are proposed: to strengthen the support of 'Three Agricultures' in finance, and to continue to implement the project of rural labor output and of labor transfer in the locality and the social-surroundings-optimization project benefiting rural labor transfer.
