摘要
结合自贡市污水处理厂实施BOT的实践,总结了相关的经验,分析了城市污水处理产业化过程中存在的政策法规、观念、管理障碍,指出我国城市污水处理行业应建立和完善适应产业化发展的政策法律体系和金融财政体系。
The experiences with BOT approach exercised in Zigong City Wastewater Treatment Plant were summarized,and the policies,laws and regulations,idea,and obstacles to management were analyzed in the course of industrialization of urban wastewater treatment industry.It was concluded that the systems of policy and law,and finance should be established and perfected for the development of industrialization.
