摘要
从项目属性、经济效益、社会效益和环境效益4个方面构建了农村污水处理管理模式适应性评价指标体系,根据地形地貌、发展规模等区域特征,选取平潭综合实验区和武夷山全市作为沿海平原地区和内陆山区地区研究区域,通过主成分分析法对污水处理管理模式适应性进行综合评价,提出适合农村污水处理设施的管理模式,为中国农村污水处理管理模式选择提供理论依据与政策导向。结果显示:福建省农村污水处理设施覆盖率逐年增大,平潭全区需要建设以及运营的污水设施数量比较大,建设及运维成本较高,在运营模式选择时,主要考虑工程施工质量、处理成效以及融资的可靠性,因此,BOT模式更适合平潭全区农村污水处理设施管理。而武夷山市还需要建设的村数较少,建设及运营的资金需求相对较小,在管理模式选择时主要考虑项目主体的抗风险能力,所以MC模式是较符合武夷山全市农村污水设施管理模式。
This study has an attempt to build the rural sewage treatment management model adaptability evaluation index system,considering the project properties,economic benefits,social benefits and environmental benefits in four aspects.We selected a coastal plain area called Pingtan comprehensive experimental area and an inland mountainous region called Wuyishan city as our study areas,according to the topography and geomorphology,development scale,regional characteristics.Principal component analysis is to carry on the comprehensive evaluation.Our study results showed that there needs a large number of sewage facilities construction and operation in Pingtan comprehensive experimental area.Because of the high construction and operational cost,its financing operation mode mainly considers engineering construction quality,management effectiveness,and the reliability of the financing fund.In view of this,the BOT mode is more suitable for rural sewage treatment facilities management in Pingtan area.Comparatively,less villages needs to build rural sewage treatment facilities in Wuyishan city,which would have a relatively small expenditure for construction and operation.So the anti-risk ability of project subjects is mainly considered in the selection of financing management mode for the construction and operation of rural sewage treatment facilities.Therefore,MC mode is applicable to the management mode of rural sewage facilities in Wuyishan city.
