摘要
产业集聚作为特殊的生产组织方式,是区域经济获得竞争优势和经济效率的源泉,日益成为各国经济发展的战略。由于产业集聚存在市场失灵的现象,需要政府公共政策的支持和引导,但政府的干预也可能产生失灵,因而本文将政府应该如何干预以及如何处理政府与产业集聚的关系作为探讨的重点。
As the special production organization , industry cluster is the resource of competitive advantage and economic efficiency in local economic, and it becomes the economic strategy in many countries. Because of the market failure of industry cluster ,the government has to interfere it .But the government failure is also in existence , the government how to interfere ,and how to deal with the relation of the government and the market are the main problems in the industry cluster. This is the main content of the text .
