摘要
以北京地区为例,运用多种统计指标分析了北京产业结构调整对就业结构的影响。研究结果表明,北京地区产业结构与就业结构之间存在失衡,北京第一、二产业呈收缩态势,导致第一产业存在大量需要转移的劳动力,第二产业虽然具有一定吸纳劳动力的空间,但同时也存在需向外转移的劳动力;第三产业结构与就业结构的协调性最好,但其吸纳劳动力的空间也变得非常有限。随着产业结构的调整,北京市面临第一产业需转移大量剩余劳动力,而第二、三产业劳动力吸纳空间较小和就业拉动能力较弱的矛盾。因此,必须采取有效措施,调整各产业内部结构,尤其要优化第二、三产业内部结构,提升产业对劳动力的吸纳能力,实现产业优化和增加就业的双重目标。
This paper,taking Beijing as an example,analyzes the influence of changes in industrial structure to the employment structures of Beijing by using different indexes. The result of study shows that the primary and secondary industry is concession continuously,there are a lot of labors need to be transferred in primary industry. The secondary industry has some space to absorb labor force,but it also needs transfer labor force from it. The coordination of its industrial structures and employment structures of tertiary industry is best,but the space for absorbing labor force is becoming limited. There is a contradiction in Beijing,because the primary industry has a lot of surplus labor force,while the secondary and tertiary industries have small space to absorb labor force and weakened employment promotion ability. Therefore,some measures should be taken to adjust internal structures of industries,especially optimizing the internal structures of secondary and tertiary industries,promoting their ability of absorbing labor force,and realizing the double objects of optimizing industries and increasing employment.
