基于投入产出模型的湖南省水资源环境经济效用分析 被引量:2

The Economic Utility and Environmental Utility Analysis of Water Sources in Hunan Province Based on Input-Output Model

摘要 湖南省资源节约环境友好型社会建设已经进入攻坚阶段,实现水资源节约和减少污水排放是建设两型社会的重要内容。基于此背景,本文首先搜集整理2007年湖南省分行业工业用水量和工业废水量数据,构建基于2007年湖南省42部门投入产出表的水资源投入产出模型,进一步选择用水系数、产出系数和污染排放系数等指数测度湖南省国民经济的用水效率、用水效益和水污染。结果表明:石油加工、炼焦及核燃料加工业、化学工业等属于高产出高耗水类产业;仪器仪表及文化办公用机械制造业等属于高产出低耗水类产业;通用与专用设备制造业、食品制造及烟草加工业等属于高产出潜在高耗水产业;农林牧渔业、造纸印刷及文教用品制造业等属于低产出高耗水产业。 The construction of resource- saving and environment-friendly society in Hunan Province has entered a crucial stage.Water conservation and sewage discharge reducing is a critical content of it.In this thesis,input-output analysis is used in the research of water resources in Hunan province.Combined with the data of Industrial water consumption and sewage discharge by industry,a water resources input- output table is established on the base of 42- sector Input- output table of Hunan province in 2007.With the water resource input- output table,the three index system;water coefficient,output coefficient and pollution emission coefficient are adopted to measure water use efficiency,water productivity and water pollution.Based on the analysis on the characteristics of water use in different industrial sectors,economic sectors in Hunan can be divided into four categories:petroleum processing,coking and nuclear fuel processing industry,chemicals,which are high profit-high water cost sectors.Instrumentation and cultural office machinery manufacturing industry are high profit- low water cost sectors.Generally,special equipment manufacturing industry,food manufacturing and tobacco processing industry are high profit-potential high water cost sectors.Agriculture,paper printing and stationery manufacturing are low profit- high water cost sectors.Inconclusion,different measures should be taken according to the characteristics of water use in different sectors.
