摘要
为构建我国耕地质量建设与管理的法律体系框架,采用对比分析法,通过对其他国家在耕地质量建设与管理方面立法的分析,找出我国在耕地质量建设与管理方面存在的不足。我国耕地质量建设与管理工作存在着法律法规不完善、管理体制不明确和评价标准不清晰的问题。制定以耕地质量保护制度、耕地质量建设制度、耕地质量监测制度以及耕地质量监督管理制度为主的耕地质量建设与管理条例,完善我国法律体系是提高我国耕地质量的根本保障。
The objective of the present paper,a legal to establish law framework of cultivated land quality construction and management in China.Comparative analysis was adopted to analyze the other countries' laws,and then found the problems in our country' s law in cultivated land quality construction and management,such as imperfect laws and regulations,indefinite management systems and unclear evaluation criterion of farmland quality construction and management.It is an essential protection for us to improve the cultivated land quality by constituting cultivated land quality construction and management regulation that takes cultivated land quality protection system,cultivated land quality construction system,cultivated land quality monitoring and supervising system as the main body.
