摘要
以江西省为例,采用文献资料法,探讨了耕地质量提升社会共同责任履行存在的问题,并从加强法制建设、完善政府共同责任推进机制、强化社会化扶持力度、调动农民积极性及营造社会公众参与氛围5个方面,提出了耕地质量提升社会共同责任履行对策,形成了"资源共享、责任共担"的良好氛围,为有效提升耕地质量、促进耕地资源可持续发展提供了重要支撑。
Taking Jiangxi province as an example, through adopting the method of document literature, this research dis- cussed how to perform the social common responsibility in the process of promoting the cultivated land quality, and put forward the corresponding strategies from the following 5 aspects： strengthening the construction of legal system, improving the promoting mechanism of governmental common responsibility, strengthening the social support, arousing the enthusiasm of farmers, and cre- ating the atmosphere of social public participation, which could help to form a nice atmosphere of sharing resource and jointly as- suming responsibility. This paper can provide an important support for improving the cultivated land quality effectively and promo- ting the sustainable development of cultivated land resources.
