摘要
针对中国劳动报酬在国民收入中的份额显著下降这一现象,归纳总结中国经济发展中的"特征事实",将中国经济的发展以1998年为界划分为"要素互补阶段"和"要素替代阶段",为此构建了一个具有凯恩斯主义特征的非均衡框架解释劳动收入份额在两个阶段的不同表现,并探讨这一现象蕴含的经济效率。在此基础上,劳动收入份额的下降不再是一个简单的收入分配问题,这种下降意味着原有的发展方式以及因此形成的制度安排制约了新技术的研发以及知识相关要素的积累。通过知识相关要素的积累以及制度环境的调整能够在经济效率的前提下提高劳动收入份额。
In recent years,the noteworthy changes appearing in the structure of income distribution of China,especially,the decline of labor share evoke an extensive dispute.Unlike the previous studies which base their survey on neoclassical theories,with stylized facts in recent years,this paper divides China's development process into two stages.The elasticity of substitution of factor behaves differently in the two stages which we refer as'factor substitution stage'and'factor complement stage'.We use a framework which features Keynesian disequilibrium to explain the change of labor share in China on this basis.The economic efficiency of the phenomenon will also be discussed.In our framework the issue of labor share is no longer simply related to income distribution structure.It is the development pattern and the related institutional arrangement that matters.The decline of labor share in China means the traditional development pattern and the related institutional arrangement begin to become the barrier to technologic development and human capital accumulation.Human capital accumulation and adjustment of institutional arrangement needs government interventions.The labor share could be improved through related elements accumulation and adjustment of institutional arrangement without sacrificing efficiency.
