摘要
本文以美国佛罗里达州成长管理法案3C政策为例,梳理3C政策的主要内容及其政策工具,从统一规划内容和标准、调控空间布局均衡、调控开发时序、建设资金保障等四个方面分析该政策对公共服务设施均衡配置的主要影响,从政策资源的均衡分配、政策议题的整合和政策过程的开放性这三方面总结成长管理政策机制的主要特征。基于佛州经验,针对我国现存问题提出完善政府间协商性决策机制、整合开发规制体系、建立开发利益公共还原机制等对策建议。
By focusing on the contents,instruments of growth management policies,governmental relationships and interactions in policy making process and implementation in Florda,U.S.A,this paper aims to demonstrate the influence on of policies the balanced distribution of public services and working mechanism.Based on the experiences of Florida,it prorides policy advices for China from the viewpoint of consultative policy making process,the integration of development regulation,balanced redistribution of land betterment.
