摘要
义务教育资源的均衡配置是公共资源均等化的必然要求,城乡义务教育资源的均衡发展是实现教育公平的重要保证。当前义务教育中的应试教育取向、城乡财政投入的不平衡以及教师资源的不均衡是我国义务教育发展中的主要问题。调整城乡中小学校布局、加强农村职业和义务教育的衔接、改革财政中的转移制度和均衡师资配制是保证教育资源均衡化的有力手段。
