摘要
中国民间组织因准入门槛过高及缺乏有效的自律和政府监管,使其在发展中可能面临无序化发展及职能变异的风险。防范风险化的对策是加快制定统一的《民间组织登记法》,以防止未经登记的民间组织处于游离状态,同时转变政府对民间组织的管治模式,使民间组织的日常活动得以在阳光下运行。
With the extremely strict entry permission,lack of effective self-discipline and governmental supervision,Chinese non-governmental organizations may experience the risk of disordering development and function chaos.The countermeasures on the risks are: 1.to accelerate the formulation of the unified "Law of NGO Registration" so as to prevent the unregistered NGOs to be dissociative;2.at the same time,change the government s administrating mode so that the NGOs activities could be operated openly.
