摘要
开发强度是土地价值的体现,一直是规划领域关注的热点.2003年,上海依托分区规划,在中心城开展强度分区管理实践.随着新一轮总体规划的批复,上海要在建设用地总量锁定的背景下走高质量的发展道路,对于开发强度管理提出更高的诉求.通过开发强度实施效果评估,分析实施过程中存在的主要问题,为开发强度管理改进提供方向.比对2015年实际建筑量与分区规划预测建筑量,得出实际建设和规划预期在规模和空间的建筑量偏差,并从规划输入要素和规划实施保障两个方面分析偏差出现的原因.
Development intensity is the embodiment of land value and has always been the focus in the field of planning.In 2003,relying on zoning planning,Shanghai carried out the practice of intensity zoning management in the central city.With the approval of the master planning,Shanghai should take a high—quality development path under the background of the restriction of total construction land and require more management on development intensity.This paper intends to analyze the main problems in the process of implementation by evaluating the effect of development intensity implementation,and provide direction for improvement of development intensity management.The specific evaluation method is to compare the actual construction volume in 20 1 5 with the forecast of the zoning plan,and to get the deviation of the actual construction and planning in the scale and space,and to analyze the reasons for the deviation from the input elements of the plan and the implementation of the plan.
