摘要
突如其来的新冠肺炎疫情对我国中小微企业经营发展产生强烈的外生冲击.本文首先对疫情期间我国中小微企业的经营预期情况进行评估;然后从降低运营成本、金融支持、财税扶持、援企稳岗四个方面对当前中小微企业的纾困政策进行梳理,并评价政策体系的薄弱环节;最后从"精准、协同、系统"三个维度出发,对接下来的援企政策提出相关建议,以期为中小微企业应对疫情冲击、复工复产、健康长效发展提供一定的指导意义.
The COVID-19 has had a strong exogenous impact on the operation and development of Small and Micro Enterprises(SMEs)in china.In this paper,firstly,we evaluated the operation expectation of Chinese SMEs during the epidemic period.Secondly,we sorted out the current rescue policies from four aspects,including reducing operating costs,financial support,fiscal and tax support,and keeping the payroll stable policies,and then evaluated the weak links of the policy system.Thirdly,we proposed some relevant suggestions for the following enterprises developing policies from three dimensions including precision,coordination and system,which is in order to provide guidance for prevailing over the epidemic,resuming work and production,and achieving healthy and long-term development of SMEs.
