摘要
深圳港在由"深圳速度"向"深圳质量"转变过程中,受环境、政策等制约,还面临着港城用地统筹、港口功能优化完善、新港区开发、公路集疏运协调等发展难题.通过明确深圳港发展面临的国际、国内、区域及城市发展新形势,研究在港城融合发展、集装箱枢纽功能、港口集疏运体系、港口客运枢纽功能、能源保障功能、航运服务功能等面临的新挑战,借鉴世界第一大航运中心——新加坡港的发展经验,提出在新时代背景下深圳港在规划理念、经营业务、港口功能、智慧港口、政策环境等方面的解决方案和措施,助力深圳社会主义先行示范区和全球海洋中心城市建设.
In the process of changing from"Shenzhen speed"to"Shenzhen Quality",Shenzhen port is also faced with development problems such as overall planning of port and city land,optimization and improvement of port functions,development of new port area,coordination of highway collection and distribution and so on.By clarifying the new international,domestic,regional and urban development situation faced by the development of Shenzhen port,studying the new challenges faced in the integrated development of port and city,container hub function,port collection and distribution system,port passenger transport hub function,energy security function and shipping service function,and drawing on the development experience of Singapore port,the world's largest shipping center,this paper puts forward the planning concept,main business Solutions and measures in terms of port function,smart port and policy environment will help the construction of Shenzhen's leading socialist demonstration zone and global marine central city.
