摘要
在后工业化时代城市转型背景下,为进一步提升基层公共服务水平、落实“15分钟社区生活圈”构建的要求,上海于2016年起施行土地出让前规划实施评估新政,提出“拟出让地块将不小于10%的建筑面积用于公益性设施”底限量控要求.以这一技术文件为研究对象,评估其在实际操作中可能产生的各类问题及成因,并深化剖析这一管控要求及可替代的技术路径,进而探讨由“控量”转向“保质”的策略手段,以推进基层公共服务的有效实施,落实城市公共资源的精准化配置.
In the post industrialization era,under the background of urban transformation,in order to further improve the level of public service at the grass-roots level and implement the top-level requirements for the construction of the"15 minutes community life circle",Shanghai implemented the new planning evaluation policy before land transfer in 2016.It proposes a minimum volume control requirement that"the proposed transfer of land will be no less than 10% of the construction area for public facilities".This paper takes this technical document as the research object to evaluate the possible problems and causes in practice,and analyses in-depth of this requirement and the alternative technology path.The study aims to further explore the strategic means from"control scale"to"guarantee quality",and hopes to promote the practical implementation of public services at the grass-roots level and implement the accurate allocation of urban public resources.
