摘要
推动我国天然气行业发展是提高清洁能源供给,保障供应安全以及促进整个能源供给侧结构性改革的重要环节.通过回顾天然气供给侧结构性改革的成就,梳理了天然气供给侧企业和政府管制存在的深层次问题和原因,认为我国天然气供应面临着增储上产短期阻力大,基础设施存在短板,一大批卡脖子技术亟待突破,以及价格不顺,宏观管理体制机制制约供给侧结构性改革等问题.应通过深化供给侧结构性改革解决上述问题,建议优化重点勘探领域,多气并举提高供应水平,以国家油气管网公司成立为契机加快基础设施建设,同时加快理顺天然气价格体系,加大财政投入对增储上产的支持力度,辅以行业立法和监管机构建设保障天然气供给侧结构性改革的顺利进行.
It is an important link Promoting the development of China natural gas industry for improving clean energy supply,ensuring supply security and accelerating the energy supply side reform.This Paper reviews the achievements and deep-seated problems of natural gas supply side structural reform,points out that China natural gas supply is faced with such problems as weak capacity of increasing reserves and production,weak infrastructure,a large number of bottleneck technologies need to be broken through,unfavorable price,and supply-side structural reform restricted by macro-management system and mechanism.These problems should be solved by deepening supply-side structural reform.It is recommended to optimize the key exploration area to raise the gas supply level,to speed up infrastructure construction with foundation of national oil and gas pipeline company,to rationalize the natural gas price system,to improve the fiscal support for increasing in gas reserve and production,to enhance legislation for ensuring the smooth reform of natural gas supply side structural.
