摘要
未来中国天然气消费将大量依赖进口,受政治风险、运输风险以及价格风险等因素影响,中国天然气进口面临不确定性。因此,本文构建了能够刻画天然气开采业非完全竞争特征的CNG-CGE模型,模拟了天然气进口供应减量对中国环境经济产生的影响。模拟结果表明,天然气进口供应减量对环境经济均产生了负面影响。主要表现为:抑制了实际GDP的增长,降低了居民福利水平;天然气开采业的超额利润率提升,产生了负面的收入分配效应;二氧化硫、氮氧化物及粉尘颗粒排放增加,不利于缓解雾霾问题。因此,应多措并举加强国内能源供应保障,防范天然气进口供应减量产生的不利影响。
China’s natural gas consumption will rely severely on importing in the future.However the importing of China’s natural gas is facing uncertainties,which is affected by political risk,transportation risk and price risk.Therefore this paper builds up a CNG-CGE model,which can describe the characteristics of imperfect competition in natural gas industry,and simulate the impact of the reduction of natural gas importing on China’s environment and economy.The simulating results show that the reduction of natural gas importing has a negative impact on both of economy and environment,which can be explained as follows:inhibits the growth of real GDP,and reduces the welfare of residents;the increasing of the excess profit margin of natural gas industry results in a negative impact on income distribution;the emission increasing of sulfur dioxide,nitrogen oxides and dust particles is not conducive to alleviate the haze problem.Therefore,kinds of measures should be taken to enhance the domestic energy supply in case natural gas importing is reduced along with adverse impacts.
