摘要
低油价下,面对油气储量资源品位不断变差,加之原材料价格上涨、安全环保标准提高和征借土地等外协费用增加,要扭转油气田开发效益差的境况必须采取革命性的措施,以中国石油下属各油气田企业产能建设投资管理为例,针对性地分析各油气田产能建设投资管理中存在的共性问题和管理背景,围绕产能建设投资管理改革的意义、原则依据、产能建设项目定义、管理权限划分、审批与职责界定、管理平台建设、考核兑现及财务核算等内容,探索油气田产能建设投资管理模式改革创新,进一步加强产能建设投资规范化、精细化、科学化管理,提高油气田开发投资效益.
Under the low oil price,facing the deterioration of the grade of oil and gas reserves,together with the rising price of raw materials,the improvement of safety and environmental protection standards and the increase of the cost of land acquisition,revolutionary measures must be taken to reverse the benefit of oil and gas field development.This paper takes the investment management of production capacity construction of oil and gas field enterprises under CNPC as an example.This paper analyses the current situation and management background of common problems existing in investment management of production capacity construction in oil and gas fields,and probes into the significance,principle basis,definition of production capacity construction project,division of management authority,definition of examination and approval and responsibility,construction of management platform,assessment and cash and financial accounting of investment management reform of production capacity construction.Reform and innovation of investment management mode of production capacity construction in oil and gas fields will further strengthen the standardization,refinement and scientific management of investment in production capacity construction and improve the investment benefit of oil and gas field development.
