摘要
地下储气库具有季节调峰、应急保供、战略储备等重要作用.通过对投资项目检查总结和客观分析,评价投资预期目标、规划合理性、项目效益等指标,对已建投产的双6储气库前期工作进行再评价,找出项目成败原因,总结经验教训,为规划同类型储气库项目决策、提高投资管理水平、建设运营的问题提出建议,从而达到最大程度提高投资效益的目的.
The underground gas storage plays an important role in seasonal peak regulation,emergency supply protection,and strategic reserve.Through inspection summary and objective analysis of investment projects,evaluation of investment expectations,plan rationality,project benefits and other indicators,reevaluate of the preliminary work of the Shuang-6 gas storage that has been put into operation,and find out the reasons for the success or failure of the project,and summarize the experience and lessons.Recommendations are made for the same type of new gas storage project decision-making,improve the level of investment management,and problems in construction and operation,so as to achieve the goal of maximizing investment efficiency.
