摘要
在新科技革命背景下,美日两国更为侧重基于国家安全的立场开展彼此间科技合作。其中,美日两国加强供应链安全合作,正着手完善半导体产业的国内生产布局,限制采购中国部分企业的通信设备,并在与高科技相关的基建领域开展多种合作。美日拓展新技术相关防卫合作,不断加强新型作战力量建设的合作力度,合作开展新技术武器装备的研发与制造,共同推动人工智能运用于军事领域。美日两国谋求排他性科技优势,推进关键性新技术领域的合作机制建设,通过实施创新扶植政策来引领科技合作,不断加大对产品及技术出口的管控力度,相继收紧留学及科研学术交流相关政策。美日两国在新科技革命进程中的合作态势,将助推其军事同盟与科技同盟相叠加,加剧美对华战略竞争并阻碍中日关系,筑起壁垒并削弱经济全球化的动力。
In the context of the new seientific and technological revolution,the U.S.and Japan are focusing more on technology cooperation for the purpose of maintaining national security.In particular,the U.S.and Japan are strengthening cooperation on supply chain security by improving configuration of the domestic production locations of the semiconductor industry and restricting the procurement of communications equipment from some Chinese companies,as well as cooperating in a variety of high-tech-related infrastructure areas.The U.S.and Japan are expanding cooperation in emerging defense-technologies for the development of new types of combat forces,the development and manufacture of high-tech weapons and equipment,and the use of artificial intelligence for military purposes.The U.S.and Japan are seeking exclusive technological advantages,strengthening the mechanisms for collaboration on critical and emerging technologies,driving scientific and technological cooperation through the implementation of policies supporting innovation,strengthening control over product and technology exports,and tightening study-abroad policy and policies related to scientific and academic exchanges.The cooperation between the U.S.and Japan in the process of the new seientific and technological revolution will contribute to the overlapping of their military and technological alliances,intensify the strategic competition between the U.S.and China and hinder China-Japan relations,build barriers and weaken the momentum of economic globalization.
