摘要
高等教育所处的世界局势和世界秩序深刻影响国际合作与交流的形态和范围。新冠肺炎疫情对世界政治经济与国际关系产生较大影响,也使中国面临的国际交流外部环境发生了变化。农业高校在常规国际合作与交流活动受到较大冲击的情况下,积极探索疫情下国际教育合作与交流新形式。农业高校国际教育合作与交流面临外部与内部两方面困境:一是国际国内环境变化带来了挑战;二是农业高校国际教育合作与交流存在国际化办学理念未全面确立、国际化办学条件有待完善、国际化管理水平有待提升、国际化校园建设有待加强等不足。在对外部形势和自身不足进行科学研判的基础上,农业高校需秉承人类命运共同体理念,在稳住原有国际合作基本盘的基础上,积极寻求新的伙伴,深化合作布局,变革国际合作交流的形式,积极发动师生力量,推进农业教育国际合作与交流再上新台阶。
The world situation and world order have a profound impact on the form and scope of international cooperation and exchange.The outbreak of Novel coronavirus brings a considerable impact on the world′s political,economic and international relations,and also made the external environment of China′s international exchange changed.Agricultural universities actively explore new forms of international education cooperation and exchange under the situation of severe impact on conventional international cooperation and exchange activities.Agricultural universities are facing both external and internal difficulties:first,the international and domestic environment changes have brought challenges;second,the international education cooperation and exchange of agricultural universities has some shortcomings,such as the concept of international education has not been fully established,the conditions of international education need to be perfected,the level of international management needs to be improved,and the construction of international campus needs to be strengthened.On the basis of scientific research and judgment of the exterior situation and existing shortcomings,agricultural universities need to adhere to the vision of a community of shared future for mankind.On the basis of stabilizing the original basic international cooperation,agricultural universities need to seek new partners actively,to deepen the cooperation layout,to change the forms of international cooperation and exchange,to mobilize the strength of teachers and students,and to promote the international cooperation and exchange of agricultural education to a new level.
